Ricardo Pepi is heading to London on Wednesday night ahead of having his Fulham medical.
PSV Eindhoven have granted the striker permission to travel after agreeing on a fee around £30.5million with bonuses and sell-on to follow.
Pepi was photographed at the airport en route to London on Wednesday afternoon with his agent Jaime García, from Starting XI Player Management.
He will agree a five-year contract pending a successful medical.
Pepi trained with team-mates on Wednesday morning but PSV players are off on Thursday so the Dutch club are happy for him to undergo medical tests then before returning to Eindhoven training on Friday as they prepare to face Telstar at the weekend.
The clubs have been continuing negotiations since January after the Dutch side rejected Fulham’s offers for the USA international.

Pepi suffered a fractured arm earlier this year but has returned to action and is poised to be called up by Mauricio Pochettino for USA’s World Cup squad.
The 23-year-old has scored 13 goals this season, including eight in his last 10 games.
Manager Marco Silva was keen to add Pepi in January and while disappointed that they missed out, Fulham have persisted in a bid to get their man.
Silva has still to commit to a new contract while Fulham anticipate changes to their attack with questions over the futures of Raul Jimenez and Rodrigo Muniz while Harry Wilson is out of contract and a target for Aston Villa and Everton.
