The national Comanchero bikie boss Allan Meehan has been allegedly plotting a reprisal attack on the assassins who shot the gang’s sergeant-at-arms Tarek Zahed and killed his brother Omar in an execution-style double shooting at a Sydney gym in May.

Daily Mail Australia can exclusively reveal the gang commander allegedly planned an immediate revenge attack on the men who shot the brothers, or those who organised the double hit.

According to court documents, Meehan discussed a reprisal attack with  Comanchero World Commander Mark Buddle, underworld figure Mohamad Alameddine and another man, Victor Youssef in the wake of the shooting, which put a  bullet through Tarek’s right eye but didn’t kill him.  

 According to an affidavit filed by Detective Chief Inspector Stuart Cadden of the NSW Criminal Groups Squad, Meehan and the other three men ‘have discussed their intentions for immediate reprisal attacks on those they believe to be either immediately involved in the shootings or those who have organised the shootings’.

Buddle was the nation’s most wanted man before he was arrested after being secretly deported from Turkey to Australia in August over the alleged importation of cocaine. 

DCI Cadden said that Meehan’s elevation to the role of national commander or president of the Comanchero meant ‘’in this role he will hold the responsibility of facilitating a reprisal attack for shooting of Tarek and Omar Zahed’.

Cadden, who has served 34 years in the police force, 26 years as a detective, said that Meehan’s elevation to Comanchero boss was partly because other potential candidates were in jail or, like Zahed, recovering from injury.

But he said that Meehan’s superior abilities to secretly plan or carry out crimes and evade police without detection were unusual.

‘Meehan also has access to encrypted technology to facilitate his criminal activity,’ DCI Cadden stated in his affidavit.

‘Intelligence suggests Meehan has capabilities to arrange for the use of violence to progress the Comanchero criminal enterprise at a high level, that is quite rare in the criminal world.

‘Meehan has employed his own tactics surveillance to evade law enforcement, including both physical and electronic anti-surveillance tactics which has proved traditional policing methodologies difficult and in some cases completely ineffective.

‘Meehan is subject to surveillance from time to time, the efficacy of which is significantly impeded by Meehan’s use of counter-surveillance techniques and methodology.

DCI Cadden’s affidavit is part of police files tendered in the court hearing this week to place Meehan under a Serious Crime Prevention Order (SCPO).

Under the extraordinary crime order which restricts what cars he drives, the amount of cash he can hold to $10,000, his use of phones and social media accounts, he is not allowed to associate with 34 men.

One of those men is Mohamad ‘Moey’ Alameddine, who is also under an SCPO.

Tarek Zahed and Mark Buddle – both currently in jail on remand on charges respectively of alleged murder and major drug crime – are not on the list.

Zahed, the so-called ‘Balenciaga bikie’ survived being shot at multiple times, but has lost his right eye and had been hanging out in Melbourne until his return to Sydney for a wedding.

On August 28, police fired beanbag rounds into his vehcile on an Edgcliff street, arrested and charged him with the murder and special aggravated kidnap of Youssef Assoum in 2014. 

Allan Meehan – known as the ‘Bathrobe bikie’ for his love of wearing dressing gowns – appeared briefly on Monday in the NSW Suptreme Court where he did not challenge the imoposition of the SCPO, one ‘of the strictest orders ever placed on a person in NSW’.

The 34 men Meehan will be forbidden from associating with includes former Comanchero boss Jock Ross and Alan ‘Fathead’ Moradian. 

He will also be banned from wearing club colours, although it is understood he will still be able to don his garish Comanchero coloured Versace bathrobe.

The NSW Police Commissioner took out a summons against Meehan in the Supreme Court on several grounds including that he is a member of the Comanchero OMCG ‘which are know to participate in joint criminal enterprises … to undertake drug trafficking activities as well as criminal acts of violence’.

The other grounds are that Meehan has been convicted of possessing  an unauthorised pistol.

The order, confirmed by Acting Justice Monika Schmidt on Tuesday, restricts Meehan’s ownership of firearms, and also subjects his phones, computers, and any other device, plus his bank accounts, to serious scrutiny.

Furthermore, it prohibits Meehan from using an alias, changing his address without notification, and restricts his use of phones, emails and online accounts. 

He is not allowed have more than $10,000 in cash at any one time or wear his Comanchero club ‘colours’ or patches with the gang’s logo.

 Justice Schmidt ruled that the NSW Police Commissioner had ‘led uncontested evidence and advanced largely unchallenged submissions to persuade the Court that the consent orders should be made. 

‘Mr Meehan’s position was that the evidence and the parties submissions should lead the Court to exercise its discretion to make the orders agreed.’ 

Meehan was captured on police video in July being served by detectives at his Yerrinbool home in the NSW Southern Highlands with a notice of intention to file the Serious Crime Prevention Order (SCPO). 

SCPOs were introduced in 2016 to crack down on organised crime and Meehan is one of several Comanchero and other senior bikies to have had one taken out against them.

The visit by detectives came after Meehan’s appointment as club boss, with his announcing his elevation to Comanchero national president with a photo showing a patch on his leather vest with his new title in an Instagram post saying ‘U cant see the eyes of the demon, until him come a callin’.

 Meehan’s appearance on his home verandah in widely broadcast police vision showed him wearing a shapeless grey bathrobe, with his bare, heavily tattooed legs thrust into brown slippers. 

After the papers were served on Meehan, Criminal Groups Squad Commander Superintendent Grant Taylor said Meehan had ‘become a primary target of the NSW Police Force’.

 ‘We want to send a clear message. If you’re going to be the national president of the Comanchero, this is what you can expect,’ Supt Taylor said at the time.

Last month, NSW police froze the bank accounts of Meehan and other prominent Comanchero members in a crackdown by detectives as a direct result of their ‘flaunting their wealth and possessions’.
