Deadly ‘Chameleon Carrier’ Scam Exposed After Illegal Alien Trucker Kills Amish Family Members – RedState

In the wake of a deadly semi-truck versus van accident in Indiana last week, increased scrutiny is being placed on a shadowy network of trucking companies that seem to be responsible for putting illegal aliens and unqualified foreign nationals – many who don’t even speak English – in the driver’s seat of big rigs that criss-cross the United States every day. 

One of these drivers, Kygryzstani national Bekzhan Beishekeev, is believed to be responsible for the February 3 crash in Indiana that killed four members from the local Amish community who were traveling in the van that was hit head on by Beishekeev (three of the victims were from one family). Beishekeev was taken into custody by Immigration and Customs Enforcement, but there are apparently many more drivers like him still on the roads of America right now, and they’re put there by “chameleon carrier” companies.

“Chameleon carriers” are reportedly a new trucking business model that has sprung up in urban areas with high concentrations of illegal aliens; networks of these carriers work together to fraudulently swap business names and Department of Transportation (DOT) numbers to keep illegals on the road and avoid enforcement.

DOT Secretary Sean Duffy has vowed to use the full force of the federal government to get to the bottom of the deadly scam that has operated under the radar for years now, saying the Federal Motor Carrier Safety Administration (FMCSA) will be working around the clock to expose and hold accountable the “chameleon carrier” company involved in the fatal Indiana crash.

“These interconnected carriers have all the markings of FRAUD and are accused of being CHAMELEON CARRIERS. This is when companies swap names and DOT numbers to avoid enforcement.”

Setting up a chameleon carrier trucking company is apparently quite simple. You start with a metropolitan area rich with illegal alien manpower and an abundance of truck leasing companies like Penske. Next, you file with the FMCSA.

File an OP-1 application with FMCSA. Pay a $300 filing fee. Obtain a process agent (BOC-3) in every state. File proof of insurance. Wait approximately three to four weeks. You’re a trucking company.

It reportedly takes a year to 18 months for the FMCSA to perform a safety audit of the new trucking company. In the meantime, “the ARCHI program, Application Review and Chameleon Identification, is supposed to screen new applicants by matching registration data against existing carriers, looking for shared addresses, phone numbers, officer names, email addresses, and VINs.”

However:

The bad actors know the math. Register multiple authorities like burner phones. Use them until they accumulate too many violations. Shut that one down. Activate the next one. The equipment, the drivers, the dispatch operation, the back office, none of it changes. Just the name on the door.

The key to the success of “chameleon carriers” seems to lie with the cheap, illegal labor on which they run; company operators prey on illegals who are desperate for money. So, now you have cheap truck leases, cheap and abundant labor, and government approval to be operating with little oversight and slow safety audits. Growth is easy from there, and it becomes a numbers game as to when and where a fatal accident will happen.

Unmasking and dismantling these networks of “chameleon carriers” is only one step in seeking justice for those killed by this deadly con game; preventing illegals and foreign nationals from getting commercial drivers licenses (CDLs) is another. The Department of Homeland Security blasted Pennsylvania Governor Josh Shapiro (D) last week for allowing Bekzhan Beishekeev, a Philadelphia resident, to get the CDL that put him on that road in Indiana last week.
