Ipswich failed to make it back-to-back wins after Raul Jimenez converted from the spot late on at Craven Cottage.
The Tractor Boys took a first-half lead through Sammie Szmodics, with the midfielder converting from close range in the 38th minute.
Fulham hit back through Jimenez, who scored his first penalty in the 69th minute. The 15-yard spot saw a lot of action on both ends, with Liam Delap scoring another penalty two minutes later.
